Newburgh demonstrates a desire to make an impact in the lives of its more vulnerable residents. The Governor’s Community Opportunity Reinvestment (CORe) initiative, which lasted two years, functioned as a coordinating platform that used data to inform trends of low-income residents touching services in Newburgh and brought together organizations and municipalities across the sector. Newburgh’s total population is 28,480 (according to the 2013 Census) with about 1/3 of its population living well below the federal standards of poverty.
