Previous to joining Marist College, he was assistant commissioner of policy and research at the NYC Department of Homeless Services, where he helped to devise and oversee the agency performance-based contracts. He continues to consult on homeless services policy and planning for national and international cities, recently guiding the first systematic street count in Mexico City, and currently working on replicating that work in Bogota, Colombia.
